After the destruction of multiple sections of Gotham- including Gotham General Hospital, the murder of countless civilians and the unspeakable death of Harvey Dent; the man known simply as "Joker" was found at the scene of the crime where he attempted to blow up two ship cruisers filled with citizens of Gotham City.
Identification of 'Joker' has been impossible as there is absolutely no trace to who he is or where he came from.
After being convinced in a court of law by Doctor Jeremiah Arkham that Joker is *not* responsible for his behavior and is sick, 'Joker' was sent to Arkham Asylum; home of the criminally insane. Mayor Anthony Garcia recently tried to shut Arkham down but due to Blackgate or even Stryker's Island NOT being equipped for the criminally insane, 'Joker' is banished there.
Doctor Jeremiah Arkham- nephew of founder; Amadeus Arkham had this to say regarding the situation..
"Whilst unfortunate, one can see that the man who calls himself 'Joker' is sick. He has a disease and we can cure it here at the Elizabeth Arkham Asylum for the Criminally Insane. Much like my great uncle and founder Amadeus Arkham, we will continue to carry on the tradition of curing Gotham's sick and treat them so they are able to live a steady and normal life."
Doctor Arkham also touched on Mayor Garcia's proposal to shut down Arkham Asylum..
"Yes, the rumors are true that Mayor Garcia wanted to see Arkham shut down but when faced with the question of housing Gotham City's criminally insane- his approach altered."

With Joker locked in Arkham Asylum, one of the few patients there- Gotham can feel at ease knowing one psychopath is off the streets.. But Arkham's track record isn't too good, escapes have happened in the past. Will Gotham's citizens work up a false state of confidence knowing Joker is locked away?
Also, what purpose does Mayor Garcia have with shutting down Arkham Asylum? What will happen to those deemed 'too sick' to function?
